Arthur Goemans is a Research Fellow at RAND and an incoming Research Scholar at the Centre for the Governance of AI, a research and field-building organisation dedicated to understanding and managing the risks and opportunities posed by advanced AI. He has a background in EU law and policy, with a focus on emerging technologies. More recently, he has worked on developing safety case methodology for frontier AI.
Previously, Arthur was a Summer Fellow at the Centre for the Governance of AI, an associate at Allen & Overy (now A&O Shearman), and held various roles at multiple EU institutions. He holds a Bachelor and Master of Laws from KU Leuven, an MA in international relations from the College of Europe, and an MPhil in Public Policy from the University of Cambridge.
