The Relationship between the UK and Scottish Governments was issued on Friday 7th June by Westminster’s Scottish Affairs Committee.
Among the key recommendations are reforms to the Joint Ministerial Committee system around transparency, dispute resolution mechanisms and the creation of an independent secretariat to improve efficiency.
Research into other intergovernmental systems identified the importance of building a culture of co-operation and trust and this was cited by the Committee as being especially important for the creation of UK Common Frameworks in the post-Brexit landscape.
The report was informed by research and evidence given by academics at the Centre on Constitutional Change and the Bennett Institute – including advice from their publication on Reforming Intergovernmental Relations in the United Kingdom published in November 2018.
